Landlord Electrical Safety: EICR & Certificates

Your Guide to Landlord Electrical Safety (EICR)

As a landlord, ensuring the safety of your tenants is your top priority. This guide explains Electrical Installation Condition Reports (EICRs), the responsibilities for residential rentals in England, and how inspection findings inform further action. A landlord electrical safety certificate is a common description, but an EICR is a condition report, not a guarantee that an installation passes.

Electrical safety obligations in England

For tenancies covered by the regulations, arrange inspection and testing by a qualified person at least every five years, or sooner where the report requires it. Duties include maintaining electrical safety, obtaining the report and acting on findings, not simply booking a visit.

Scope matters: exclusions include certain arrangements where the landlord shares accommodation, long leases and specified accommodation types. Social landlords also have equipment-check duties and transitional provisions. Read the current GOV.UK guidance for private and social rented homes for the full scope and exceptions rather than assuming every letting has identical requirements.

What does the inspection involve?

A landlord's electrical safety check considers the fixed installation, including wiring, the consumer unit, sockets, lighting and relevant fixed equipment. Inspection and testing can identify damage, deterioration, inadequate protection and potential shock or fire risks. Agree access and any supply interruptions with the occupants; a quick visual look is not equivalent to an EICR.

The report records the inspection and test findings within the stated extent and limitations. An Electrical Installation Certificate (EIC) instead documents new electrical installation work. For a new build or complete rewire, the government guidance explains when an EIC can support compliance without another inspection for five years; this should not be assumed for every alteration or partial replacement.

Understand C1, C2, C3 and FI

  • C1: Danger is present and requires immediate action.
  • C2: A potentially dangerous condition requires urgent remedial work.
  • C3: An improvement is recommended; this alone does not make the report unsatisfactory.
  • FI: Further investigation is required without delay.

C1, C2 or FI observations need action. Discuss the findings with the inspector; do not treat the report as a pass certificate or attempt electrical repairs yourself.

Remedial work and sharing records

For covered tenancies, give existing tenants the report within 28 days of inspection, new tenants before occupation, and prospective tenants within 28 days of a request. Provide it to the council within seven days of a request. Retain it for the next inspection and provide it to the inspector.

Required investigation or remedial work must be completed within 28 days, or sooner if the report specifies. Immediate danger cannot wait. Provide the report and written confirmation of completed work to tenants and the council within 28 days of completion. Follow the official guidance on reasonable steps where access or practical constraints prevent compliance; keep evidence rather than assuming a deadline extension.

An observation does not automatically mean a new fuse board is needed. Where assessment supports an upgrade, our consumer unit replacement guide explains that work; agree repairs separately from the inspection.

What affects landlord electrical safety certificate cost?

The property's size, number of circuits, access and inspection scope influence the work involved. Existing records and known concerns help define the visit. Further investigation, replacement parts and remedial work may be separate from the inspection quote, so ask what is included and how additional findings will be handled. Do not assume one standard price covers every rental property.
