Understanding the report

A record of the installation's condition.

An electrical installation condition report helps identify concerns in existing wiring and equipment. It records what was inspected and tested, the findings and any limitations, giving you a basis for decisions about further investigation or repairs.

Homeowners may arrange an inspection when the condition is unknown, records are missing or concerns have arisen. Residential landlords also have inspection duties. We can discuss your property as part of our domestic electrical services.

Although sometimes called an electrical installation condition report certificate, an EICR is a condition report. An Electrical Installation Certificate documents new installation work; it is not another name for the same inspection.

Landlord inspections

Electrical safety requirements in England.

For private rented homes covered by the English regulations, a qualified person must inspect and test the installation at least every five years, or sooner if required by the report. Existing tenants must receive a copy within 28 days of the inspection, and new tenants before they move in.

Required remedial work or further investigation must be completed within 28 days, or a shorter period specified in the report. Immediate danger needs immediate action; the general deadline is not a reason to delay it. Keep the report and the written confirmation of completed work, and meet the applicable tenant and council information duties.

Check the current GOV.UK guidance for rented homes for scope, exclusions and any social-housing requirements. Our landlord electrical safety article introduces the report and its purpose.

During the visit

Inspection, testing and a discussion of the results.

  • Agree the inspection

Share the property details, previous reports and any known issues. We discuss access, the extent of the inspection and any limitations before proceeding.

  • Inspect and test

The assessment considers the fixed electrical installation, including relevant circuits, the consumer unit and accessible accessories. Some testing requires the supply to be interrupted, so access and arrangements should be discussed beforehand.

  • Record the condition

The report records the inspection and test results, observations and any agreed limitations, with an overall assessment and a recommended date for the next inspection.

  • Discuss the findings

We explain observations, further investigation and proposed remedial work. An inspection report and a quote for any repairs are separate matters; work should be agreed before proceeding.

Reading the findings

What C1, C2, C3 and FI mean.

Observations help explain the urgency and type of action needed. Read them alongside the report's overall assessment and discuss anything unclear with the inspector.

C1: danger requiring immediate action
A hazard is present and needs immediate attention to remove the danger. This is not a routine improvement to leave until a later maintenance visit.
C2: a potentially dangerous condition
Urgent remedial work is required. The report identifies the concern so the necessary action can be discussed and arranged.
C3: an improvement is advised
The inspector recommends an improvement. A C3 observation alone does not make the overall report unsatisfactory.
FI: more investigation is needed
Further investigation is required without delay to establish the condition and any work needed. This should not be treated as a satisfactory outcome.

Scope and cost

What affects the inspection quote?

Property and circuits
The size and layout of the property and the number of circuits influence the inspection and testing involved.
Access and information
Access to the consumer unit and accessories, occupancy arrangements and available electrical records help establish the scope.
Known issues and further work
Existing concerns may need investigation. Remedial work identified by the report should be discussed separately from the inspection cost.

From findings to the right work

An unsatisfactory report identifies issues that need action. We can discuss the findings and proposed remedial work with you. A new consumer unit is not an automatic solution to every observation; where an upgrade is appropriate, our consumer unit replacement page explains assessment, testing and documentation.

EICR questions

What is a domestic electrical installation condition report?

An EICR records the condition of an existing fixed electrical installation following inspection and testing, within the agreed extent and limitations. It identifies observations, the overall assessment and the recommended next inspection date.

Is an EICR the same as an Electrical Installation Certificate?

No. An EICR reports on the condition of an existing installation. An Electrical Installation Certificate records the verification of new electrical installation work, such as a new installation or consumer unit replacement. The documents serve different purposes.

How often do private landlords need an electrical inspection?

For private rented homes covered by the English regulations, inspection and testing is required at least every five years, or sooner where the report requires it. Follow the current guidance and the next inspection date recorded for the property.

Does a C3 observation mean the report is unsatisfactory?

A C3 alone does not make the report unsatisfactory. It recommends improvement. C1, C2 and FI observations require action; follow the report and discuss the findings with the inspector.

Does an unsatisfactory report mean I need a new fuse board?

Not automatically. The observations may concern particular circuits, accessories or other parts of the installation. The findings should guide further investigation and remedial work rather than an automatic recommendation to replace equipment.

What affects electrical installation condition report cost?

The property, circuit count, access and inspection scope affect the cost. Include your postcode, property details and any previous report when enquiring so we can discuss the inspection and quote.
